| 1 | | AN ACT concerning State government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 1. Short title. This Act may be cited as the |
| 5 | | Increasing Representation of Women in Technology Task Force |
| 6 | | Act. |
| 7 | | Section 5. Increasing Representation of Women in |
| 8 | | Technology Task Force; membership. |
| 9 | | (a) The Increasing Representation of Women in Technology |
| 10 | | Task Force is hereby established within the Illinois Workforce |
| 11 | | Innovation Board. |
| 12 | | (b) The Task Force shall consist of the following members: |
| 13 | | (1) one member of the Senate, appointed by the |
| 14 | | President of the Senate; |
| 15 | | (2) one member of the Senate, appointed by the |
| 16 | | Minority Leader of the Senate; |
| 17 | | (3) one member of the House of Representatives, |
| 18 | | appointed by the Speaker of the House of Representatives; |
| 19 | | (4) one member of the House of Representatives, |
| 20 | | appointed by the Minority Leader of the House of |
| 21 | | Representatives; |
| 22 | | (5) one member representing the Governor's Office of |
| 23 | | Management and Budget, appointed by the Governor; |

| 1 | | (6) one member representing a statewide labor |
| 2 | | organization, appointed by the Governor; |
| 3 | | (7) one member representing a national laboratory that |
| 4 | | is a multi-disciplinary science and engineering research |
| 5 | | center, appointed by the Governor; |
| 6 | | (8) one member from the State of Illinois Office of |
| 7 | | Equity, appointed by the Governor; |
| 8 | | (9) one member representing local or State economic |
| 9 | | development interests, appointed by the Governor; |
| 10 | | (10) one member representing women in technology, |
| 11 | | appointed by the Governor; |
| 12 | | (11) one member representing a technology |
| 13 | | manufacturing corporation, appointed by the Governor; |
| 14 | | (12) 4 members representing companies that have been |
| 15 | | recognized for the recruitment, advancement, and retention |
| 16 | | of women in technology positions and the corresponding |
| 17 | | management chain in the last 3 years, appointed by the |
| 18 | | Governor; |
| 19 | | (13) one member from a community-based organization |
| 20 | | that supports women in technology, appointed by the |
| 21 | | Governor; |
| 22 | | (14) one member representing the University of |
| 23 | | Illinois Office of the Vice-Chancellor of Diversity, |
| 24 | | Equity & Inclusion, appointed by the Governor; |
| 25 | | (15) one member from the Illinois Community College |
| 26 | | Board, appointed by the Governor; and |

| 1 | | (16) one member with knowledge of diversity, equity, |
| 2 | | and inclusion best practices from an advocacy group |
| 3 | | representing women in technology, appointed by the |
| 4 | | Governor. |
| 5 | | (c) The members of the Task Force shall serve without |
| 6 | | compensation. |
| 7 | | (d) The Task Force shall meet at least quarterly to |
| 8 | | fulfill its duties under this Act. At the first meeting of the |
| 9 | | Task Force, the Task Force shall elect 2 cochairs; one chair |
| 10 | | shall be a standing member of the Illinois Workforce |
| 11 | | Innovation Board, and one chair shall be selected from among |
| 12 | | members of the Task Force. |
| 13 | | (e) The Illinois Workforce Innovation Board shall, in |
| 14 | | consultation with an Illinois public college or university, |
| 15 | | provide administrative and other support to the Working Group. |
| 16 | | Section 10. Duties. The Task Force shall, subject to |
| 17 | | appropriation, have the following duties: |
| 18 | | (1) evaluate evidence and data on recruitment, |
| 19 | | advancement, and retention of women in technology |
| 20 | | positions and the corresponding management chain; |
| 21 | | (2) set goals for recruitment, advancement, and |
| 22 | | retention of women in technology positions and the |
| 23 | | corresponding management chains; |
| 24 | | (3) identify best practices for the recruitment, |
| 25 | | advancement, and retention of women in technology |

| 1 | | positions and the corresponding management chain, such as |
| 2 | | tools for data collection and analysis and techniques to |
| 3 | | improve the number of women in technology positions; |
| 4 | | (4) recommend government policies to incentivize |
| 5 | | companies to recruit, advance, and retain women in |
| 6 | | technology positions and the corresponding management |
| 7 | | chain; and |
| 8 | | (5) establish a plan to create an oversight body to |
| 9 | | track companies progress year-over-year on recruitment, |
| 10 | | advancement, and retention of women in technology |
| 11 | | positions and the corresponding management chain, and |
| 12 | | manage use of the incentives for those companies with a |
| 13 | | positive track record. |
| 14 | | Section 15. Report. The Task Force shall report to the |
| 15 | | Governor and the General Assembly by December 1 of each year on |
| 16 | | its activities and findings. The Task Force shall submit a |
| 17 | | final report to the Governor and the General Assembly by |
| 18 | | December 1, 2028 on all of its activities and final findings |
| 19 | | and recommendations. |
| 20 | | Section 20. Repeal. This Act is repealed on January 1, |
| 21 | | 2030. |
| 22 | | Section 99. Effective date. This Act takes effect upon |
| 23 | | becoming law. |
