| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate former State | ||||||
| 4 | Representative Randy Frese on his distinguished service to | ||||||
| 5 | Illinois' 99th District and to the people of Illinois; and | ||||||
| 6 | WHEREAS, Rep. Frese proudly represented the 99th District | ||||||
| 7 | from January 2015 through January 2025; and | ||||||
| 8 | WHEREAS, Rep. Frese's reputation for integrity, | ||||||
| 9 | professionalism, and service was the foundation of his | ||||||
| 10 | success; he has demonstrated these values in his roles as a | ||||||
| 11 | husband, father, small businessman, and elected official; and | ||||||
| 12 | WHEREAS, Rep. Frese was raised on his family's farm in | ||||||
| 13 | rural Illinois; he earned his Bachelor of Sciences in Applied | ||||||
| 14 | Sciences/Agriculture at Western Illinois University, and he | ||||||
| 15 | learned about business while traveling West Central Illinois; | ||||||
| 16 | throughout his years as a small business owner, he has | ||||||
| 17 | employed hundreds of individuals in the region; and | ||||||
| 18 | WHEREAS, As an elected leader at the local and state | ||||||
| 19 | level, Rep. Frese has established a strong record of efficient | ||||||
| 20 | and effective public service focused on the needs of his | ||||||
| 21 | constituents; his small business experience has reinforced | ||||||

| |||||||
| 1 | many of the skills and ideas he brought to the General | ||||||
| 2 | Assembly, including the importance of maintaining a balanced | ||||||
| 3 | budget and of working with others to bring business to West | ||||||
| 4 | Central Illinois; and | ||||||
| 5 | WHEREAS, Among many outstanding achievements in the | ||||||
| 6 | Illinois House, Rep. Frese has spearheaded legislation and | ||||||
| 7 | worked with a bi-partisan group of elected officials and | ||||||
| 8 | community groups to save the Illinois Veterans Home in Quincy, | ||||||
| 9 | resulting in the State of Illinois providing $230 million to | ||||||
| 10 | fund a complete overhaul of the water system to prevent | ||||||
| 11 | Legionella and to fund major building and campus renovations; | ||||||
| 12 | and | ||||||
| 13 | WHEREAS, During the most recent General Assembly, Rep. | ||||||
| 14 | Frese worked on behalf of another crucial district project by | ||||||
| 15 | championing legislation to allocate funding for the demolition | ||||||
| 16 | and remediation of buildings at the former Jacksonville | ||||||
| 17 | Development Center; and | ||||||
| 18 | WHEREAS, Rep. Frese has also fought to protect at-risk | ||||||
| 19 | children in Illinois as a member of the Sustaining and | ||||||
| 20 | Protecting At-Risk Kids House Republican Working Group by | ||||||
| 21 | co-sponsoring legislation to investigate and correct ongoing | ||||||
| 22 | problems at the Illinois Department of Children and Family | ||||||
| 23 | Services (DCFS); and | ||||||

| 1 | WHEREAS, Rep. Frese officially retired from the Illinois | ||||||
| 2 | House of Representatives on January 2, 2025; therefore, be it | ||||||
| 3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 4 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 5 | we congratulate former Representative Randy Frese on making a | ||||||
| 6 | positive difference in the lives of the people he represented | ||||||
| 7 | and for those across Illinois, and we wish him all the best in | ||||||
| 8 | his future endeavors; and be it further | ||||||
| 9 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 10 | presented to Rep. Frese as symbol of our esteem and respect. | ||||||
