| 2 | | WHEREAS, Adults living with autism have historically |
| 3 | | experienced difficulties accessing proper and responsive |
| 4 | | medical care; and |
| 5 | | WHEREAS, As medicine has improved in providing diagnoses |
| 6 | | for people with autism, there has been an increasing number of |
| 7 | | adults with autism who have health care provided through |
| 8 | | Medicaid; and |
| 9 | | WHEREAS, As children on the autism spectrum become |
| 10 | | autistic adults, Medicaid is an important insurance provider |
| 11 | | for an increasing number of autistic adults and can be a |
| 12 | | valuable resource for understanding the health of the autistic |
| 13 | | population; and |
| 14 | | WHEREAS, It is critical to the health of people living |
| 15 | | with autism and to policymakers to understand barriers to care |
| 16 | | for adults with autism in the provision of Medicaid; and |
| 17 | | WHEREAS, The Department of Healthcare and Family Services |
| 18 | | (HFS) operates the Medicaid Advisory Committee (MAC) to advise |
| 19 | | the department on policy and planning in the provision of |
| 20 | | medical assistance; therefore, be it |

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 2 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 3 | | the Medicaid Advisory Committee is urged to examine and make |
| 4 | | recommendations that will expand the network of Medicaid |
| 5 | | enrolled specialty providers for persons with autism and is |
| 6 | | urged to assess the following, consulting with relevant |
| 7 | | stakeholders with lived experience and provider experts: |
| 8 | | (1) Strategies to improve access for adult Medicaid |
| 9 | | customers experiencing autism to specialty providers, |
| 10 | | including, but not limited to, dentists, |
| 11 | | anesthesiologists, phlebotomists, and occupational |
| 12 | | therapists; and |
| 13 | | (2) Ways to improve provider services under the Adults |
| 14 | | with Developmental Disabilities Waiver; and be it further |
| 15 | | RESOLVED, That the Medicaid Advisory Committee is urged to |
| 16 | | produce a strategic plan for improving access to health care |
| 17 | | services for people with Autism by December 31, 2025 that will |
| 18 | | include stakeholder input from the following: |
| 19 | | (1) One representative of the Department of Healthcare |
| 20 | | and Family Services; |
| 21 | | (2) One representative of the Department of Human |
| 22 | | Services; |
| 23 | | (3) One representative of the Department of Insurance; |
| 24 | | (4) One representative of the Children's Behavioral |
| 25 | | Health Transformation Initiative; |

| 1 | | (5) One representative from the Illinois Council on |
| 2 | | Developmental Disabilities; |
| 3 | | (6) One representative of the Illinois State Board of |
| 4 | | Education and/or an educator who specializes in working |
| 5 | | with children with Autism; |
| 6 | | (7) Two parent advocates of persons with disabilities; |
| 7 | | (8) At least one representative of each of the |
| 8 | | following provider groups: |
| 9 | | (a) Dental care; |
| 10 | | (b) Primary care; |
| 11 | | (c) Behavioral Health; and |
| 12 | | (d) Occupation, Speech, and Physical Therapy; |
| 13 | | (9) At least four representatives of non-profit |
| 14 | | entities representing people with disabilities, including |
| 15 | | at least two representatives of rural areas and two |
| 16 | | representatives of Cook and collar counties; |
| 17 | | (10) One representative of an advocacy organization |
| 18 | | focused on residents of Illinois SODCs, ICF-DDs; and |
| 19 | | (11) One current employee of a Community Integrated |
| 20 | | Living Arrangement; and be it further |
| 21 | | RESOLVED, That the Medicaid Advisory Committee is urged to |
| 22 | | submit progress reports to the Governor and Illinois General |
| 23 | | Assembly by December 31 2024 and June 30, 2025 and a final |
| 24 | | report and strategic plan with measurable objectives to the |
| 25 | | Governor and General Assembly by December 31, 2025; and be it |
