| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, Recycling reduces waste sent to landfills, | ||||||
| 3 | conserves natural resources, and reduces pollution; and | ||||||
| 4 | WHEREAS, The State of Illinois, like any large entity, | ||||||
| 5 | produces waste; and | ||||||
| 6 | WHEREAS, To reduce the amount of waste created by the | ||||||
| 7 | State, the General Assembly created the State agency materials | ||||||
| 8 | recycling program; and | ||||||
| 9 | WHEREAS, The program requirements state that, beginning in | ||||||
| 10 | 1989, 10% of the dollar value of paper and paper products | ||||||
| 11 | procured by Central Management Services is to be spent on | ||||||
| 12 | recycled paper and paper products, and that percentage | ||||||
| 13 | gradually increased to its current statutory level of 50%, | ||||||
| 14 | which was reached in 2000; and | ||||||
| 15 | WHEREAS, The program requires that Central Management | ||||||
| 16 | Services, in coordination with the Illinois Environmental | ||||||
| 17 | Protection Agency, implement waste reduction programs designed | ||||||
| 18 | to achieve waste reduction of at least 50% by 2000; and | ||||||
| 19 | WHEREAS, Members of the General Assembly would like to | ||||||
| 20 | verify that the requirements of the program are being met; | ||||||

| 1 | therefore, be it | ||||||
| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 3 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 4 | the Auditor General is directed to conduct an audit of the | ||||||
| 5 | State agency materials recycling program; and be it further | ||||||
| 6 | RESOLVED, That the audit include, but not be limited to, | ||||||
| 7 | the following: | ||||||
| 8 | (1) An examination of the spending on recycled paper | ||||||
| 9 | and paper products by State agencies for compliance with | ||||||
| 10 | the State agency materials recycling program, 415 ILCS | ||||||
| 11 | 20/3; and | ||||||
| 12 | (2) An examination of the waste reduction programs | ||||||
| 13 | instituted by Central Management Services for compliance | ||||||
| 14 | with the waste reduction targets of the State agency | ||||||
| 15 | materials recycling program; and be it further | ||||||
| 16 | RESOLVED, That Central Management Services, the | ||||||
| 17 | Environmental Protection Agency, and any other State agency or | ||||||
| 18 | other entity having information relevant to this audit are | ||||||
| 19 | urged to cooperate fully and promptly with the Auditor | ||||||
| 20 | General's Office in the conduct of this audit; and be it | ||||||
| 21 | further | ||||||
| 22 | RESOLVED, That the Auditor General commence this audit as | ||||||

| 1 | soon as possible and report its findings and recommendations | ||||||
| 2 | upon completion in accordance with the provisions of the | ||||||
| 3 | Illinois State Auditing Act; and be it further | ||||||
| 4 | RESOLVED, That suitable copies of this resolution shall be | ||||||
| 5 | delivered to the Auditor General, the Director of the | ||||||
| 6 | Environmental Protection Agency, and the Director of the | ||||||
| 7 | Illinois Department of Central Management Services. | ||||||
