| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to recognize Rosa
Arreola for her 13 |
| 4 | | years of work as
voter registration coordinator for the |
| 5 | | Illinois Coalition for Immigrant and Refugee Rights (ICIRR); |
| 6 | | and
|
| 7 | | WHEREAS, Voting and civic engagement are essential |
| 8 | | components of our democracy; and
|
| 9 | | WHEREAS, Rosa Arreola's work was an crucial part of |
| 10 | | ICIRR's Democracy Project, an
integrated non-partisan voter |
| 11 | | registration and mobilization campaign that has become a |
| 12 | | national model for
immigrant empowerment through civic |
| 13 | | engagement over the past 20 years; and
|
| 14 | | WHEREAS, Every two years, during each biennial general |
| 15 | | election cycle, the Democracy Project
hires and trains 20 |
| 16 | | fellows that run voter registration and turnout efforts in |
| 17 | | immigrant
communities, partnering with organizations based in |
| 18 | | these communities to educate, inform, and
mobilize naturalized |
| 19 | | citizens; and
|
| 20 | | WHEREAS, During and in between each election cycle, Rosa |
| 21 | | Arreola led teams of volunteers to
nearly every single |

| 1 | | naturalization ceremony over the course of 13 years to |
| 2 | | register all new citizens who
wanted to do so; and
|
| 3 | | WHEREAS, Rosa Arreola was the face and voice that greeted |
| 4 | | over 150,000 new citizens as
they walked out of their |
| 5 | | swearing-in ceremony and enabled them, as one of their first |
| 6 | | acts as
new citizens, to register to vote; and
|
| 7 | | WHEREAS, Rosa Arreola's teams of interns and volunteers |
| 8 | | have accounted for nearly half of the
356,000 new citizens |
| 9 | | registered by the ICIRR's Democracy Project since 2009, |
| 10 | | ensuring that
each new citizen would have a voice in the |
| 11 | | governance of their communities, state, and new home country; |
| 12 | | therefore, be it

| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 14 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 15 | | we recognize Rosa Arreola for her 13 years of work as voter |
| 16 | | registration coordinator for the Illinois Coalition for |
| 17 | | Immigrant and Refugee Rights (ICIRR), and we thank her for her |
| 18 | | dedication and leadership in making voter registration |
| 19 | | accessible to newly naturalized citizens; and be it further
|
| 20 | | RESOLVED, That a suitable copy of this resolution be |
| 21 | | presented to Rosa Arreola as an
expression of our esteem and |
| 22 | | respect.
