| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to commend Alderperson Howard B. Brookins |
| 4 | | Jr. on his service to the 21st Ward as a member of the Chicago |
| 5 | | City Council; and
|
| 6 | | WHEREAS, Ald. Brookins is the son of former Illinois |
| 7 | | Senator Howard B. Brookins Sr.; he graduated from Mendel |
| 8 | | Catholic High School and earned a degree in Mortuary Science |
| 9 | | from Southern Illinois University Carbondale; he earned his |
| 10 | | Juris Doctor from Northern Illinois University College of Law; |
| 11 | | he is a longtime resident of Chicago; and
|
| 12 | | WHEREAS, Prior to serving on the Chicago City Council, |
| 13 | | Ald. Brookins served as an Assistant Public Defender, an |
| 14 | | Assistant State's Attorney, and a Special Assistant Attorney |
| 15 | | General; he remains a practicing attorney at the Law Office of |
| 16 | | Howard B. Brookins Jr., PC; and
|
| 17 | | WHEREAS, Ald. Brookins was first elected to serve the 21st |
| 18 | | Ward as an alderperson in 2003, representing parts of Auburn |
| 19 | | Gresham and Washington Heights; he is currently completing his |
| 20 | | fifth term as one of the longest sitting members of the Chicago |
| 21 | | City Council, having served for 20 years by the end of this |
| 22 | | term; and
|

| 1 | | WHEREAS, While in office, Ald. Brookins has been a staple |
| 2 | | in the community and responsible for major economic growth and |
| 3 | | development within the 21st Ward; his accomplishments include |
| 4 | | the expansion of affordable housing, the opening of a new |
| 5 | | charter school, the launch of Chicago's electric scooter |
| 6 | | program, the opening of the 21st Ward's first Starbucks, the |
| 7 | | renaming of Lake Shore Drive after Jean Baptiste Point |
| 8 | | DuSable, one of Chicago's first non-Indigenous settlers, and |
| 9 | | the establishment of a reparations fund for victims of |
| 10 | | notorious former Chicago Police Commander Jon Burge; he worked |
| 11 | | tirelessly to bring a Walmart Supercenter to West Chatham; he |
| 12 | | also served as chairman of the Committee on Economic, Capital |
| 13 | | and Technology Development, the Committee on Education and |
| 14 | | Child Development, and the Committee on Transportation and |
| 15 | | Public Way; and
|
| 16 | | WHEREAS, Ald. Brookins has also shown his dedication and |
| 17 | | commitment to the 21st Ward through hosting many community |
| 18 | | events, including job fairs, internship fairs, high school |
| 19 | | fairs, business advisory council meetings, the Annual Back to |
| 20 | | School Summer Picnic, the Annual 21st Ward Clean & Green, Bike |
| 21 | | the Hood, the Annual Senior Thanksgiving Dinners, the Annual |
| 22 | | Christmas Party, the Summer Music series, the Annual |
| 23 | | Shred-A-Thons, weekly Constituent Nights, and monthly Town |
| 24 | | Hall meetings; and

| 1 | | WHEREAS, Ald. Brookins has served as a member of several |
| 2 | | organizations, including Trinity United Church of Christ, |
| 3 | | Prince Hall Mason Eureka Lodge #64, the Community Media |
| 4 | | Workshop Board of Directors, the Northern Illinois Alumni |
| 5 | | Association Board of Directors, Alpha Phi Alpha Fraternity, |
| 6 | | Inc., and the 9100 South Union Block Club; and
|
| 7 | | WHEREAS, Ald. Brookins has expressed plans to remain |
| 8 | | politically active and to serve as a guide and counsel to young |
| 9 | | people in the 21st Ward Young Democrats organization; and
|
| 10 | | WHEREAS, Ald. Brookins is the husband of Ebonie |
| 11 | | Taylor-Brookins and the father of Howard B. Brookins III and |
| 12 | | Harihson B. Brookins; therefore, be it
|
| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 14 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 15 | | we commend Alderperson Howard B. Brookins Jr. for his work on |
| 16 | | the Chicago City Council, and we thank him for his years of |
| 17 | | dedicated service to the people of the 21st Ward and the City |
| 18 | | of Chicago; and be it further
|
| 19 | | RESOLVED, That a suitable copy of this resolution be |
| 20 | | presented to Ald. Brookins as an expression of our esteem and |
| 21 | | respect.
