| 2 | | WHEREAS, The members of the Illinois General Assembly are |
| 3 | | honored to pay tribute to those who have given their lives to |
| 4 | | protect and serve the citizens of this great nation; and
|
| 5 | | WHEREAS, Specialist Charles Lamb was born in Paris to Tom |
| 6 | | J. and Shelly K. Robison Lamb on January 12, 1981; he married |
| 7 | | Erin E. Parbs in Marshall on November 21, 2003; and
|
| 8 | | WHEREAS, Spc. Lamb graduated from Casey-Westfield High |
| 9 | | School in 1999 and was a 2001 graduate of the Universal |
| 10 | | Technical Institute of Glendale Heights; he was an auto |
| 11 | | mechanic for Goodwin's Body Shop in Martinsville; and |
| 12 | | WHEREAS, Spc. Lamb was a specialist E-4 with the |
| 13 | | Paris-based 1544th Illinois Army National Guard Transportation |
| 14 | | Unit; he was called to active duty in November of 2003 and was |
| 15 | | killed on September 5, 2004 during a mortar attack on a |
| 16 | | logistical base southwest of Baghdad; and
|
| 17 | | WHEREAS, Spc. Lamb enjoyed fishing, four-wheeler riding, |
| 18 | | motorbike riding, working in the garage, and, most of all, |
| 19 | | spending time with his family and friends; and
|
| 20 | | WHEREAS, The passing of Spc. Lamb has been deeply felt by |
|

| 1 | | many, especially his wife, Erin; his parents, Tom and Shelly |
| 2 | | Lamb; his sister, Jennifer Lamb; his mother-in-law, Irene |
| 3 | | Parbs; his sister-in-law, Kristin Parbs; his brother-in-law, |
| 4 | | Warren Parbs; his nieces, Ambrosia, Boston, and Macy Roberts; |
| 5 | | his paternal grandparents, Robert and Carolyn Beard Lamb; his |
| 6 | | maternal grandmother, Mary Robison; and his aunts, uncles, and |
| 7 | | cousins; and
|
| 8 | | WHEREAS, Spc. Lamb will be remembered by many as a heroic |
| 9 | | young man, deserving of honor; therefore, be it
|
| 10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 11 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 12 | | SENATE CONCURRING HEREIN, that we designate Illinois Route 40 |
| 13 | | as it runs through Casey as the "Army Specialist Charles Lamb |
| 14 | | Memorial Highway"; and be it further |
| 15 | | RESOLVED, That the Illinois Department of Transportation |
| 16 | | is requested to erect, at suitable locations consistent with |
| 17 | | State and federal regulations, appropriate plaques or signs |
| 18 | | giving notice of the name "Army Specialist Charles Lamb |
| 19 | | Memorial Highway"; and be it further
|
| 20 | | RESOLVED, That a suitable copy of this resolution be |
| 21 | | presented to the family of Spc. Lamb, the Mayor of the City of |
| 22 | | Casey, and the Secretary of Transportation.
