| 1 | | AN ACT concerning regulation.

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Child Care Act of 1969 is amended by adding |
| 5 | | Section 3.7 as follows:
|
| 6 | | (225 ILCS 10/3.7 new) |
| 7 | | Sec. 3.7. Exemption from licensure; day care homes and |
| 8 | | group day care homes serving children of military personnel. |
| 9 | | Notwithstanding any other provision to the contrary, a day |
| 10 | | care home or group day care home is not required to be licensed |
| 11 | | under this Act if the day care home or group day care home: (1) |
| 12 | | serves dependent children of military personnel; (2) is |
| 13 | | located on a military base or federal or government property; |
| 14 | | and (3) is certified as a child development program by a branch |
| 15 | | of the U.S. Department of Defense or the U.S. Coast Guard. The |
| 16 | | U.S. Department of Defense or the U.S. Coast Guard, or their |
| 17 | | agents, including an installation commander of a military base |
| 18 | | on which a day care home or group day care home is located, may |
| 19 | | assume responsibility for monitoring the day care homes or |
| 20 | | group day care homes that are exempt from licensure under this |
| 21 | | Section. |
