| 1 | AN ACT concerning gaming. | |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
| 3 | represented in the General Assembly: | |||||||||||||||||||
| 4 | Section 1. Findings. The General Assembly finds that: | |||||||||||||||||||
| 5 | (1) the State continues to have a responsibility to | |||||||||||||||||||
| 6 | provide resources related to prevention, treatment, and | |||||||||||||||||||
| 7 | recovery for persons suffering with a gambling problem or | |||||||||||||||||||
| 8 | gambling disorder; and | |||||||||||||||||||
| 9 | (2) a task force is necessary in order for there to be | |||||||||||||||||||
| 10 | a comprehensive review of gambling funding, services, | |||||||||||||||||||
| 11 | programs, and policies. | |||||||||||||||||||
| 12 | Section 5. The Illinois Gambling Act is amended by adding | |||||||||||||||||||
| 13 | Section 13.3 as follows: | |||||||||||||||||||
| 14 | (230 ILCS 10/13.3 new) | |||||||||||||||||||
| 15 | Sec. 13.3. Problem Gaming Task Force. | |||||||||||||||||||
| 16 | (a) The Problem Gaming Task Force is created to provide | |||||||||||||||||||
| 17 | recommendations to the General Assembly on how the State | |||||||||||||||||||
| 18 | should continue to meet its responsibility to assist those who | |||||||||||||||||||
| 19 | suffer from a gambling problem or disorder. The task force | |||||||||||||||||||
| 20 | membership is composed of: | |||||||||||||||||||
| 21 | (1) one member from each of the 2 largest caucuses of | |||||||||||||||||||
| 22 | the Senate appointed by the President of the Senate; | |||||||||||||||||||
| |||||||
| |||||||
| 1 | (2) one member from each of the 2 largest caucuses in | ||||||
| 2 | the House of Representatives appointed by the Speaker of | ||||||
| 3 | the House of Representatives; | ||||||
| 4 | (3) one member appointed by the Governor who is a | ||||||
| 5 | representative from the health care industry; | ||||||
| 6 | (4) one member appointed by the Director of Public | ||||||
| 7 | Health who is a representative from the Department of | ||||||
| 8 | Public Health; | ||||||
| 9 | (5) one member appointed by the Chairman of the | ||||||
| 10 | Illinois Gaming Board who is a representative from the | ||||||
| 11 | Illinois Gaming Board; | ||||||
| 12 | (6) one member appointed by the Director of the | ||||||
| 13 | Lottery who is a representative from the Department of the | ||||||
| 14 | Lottery; | ||||||
| 15 | (7) one member appointed by the Chairman of the | ||||||
| 16 | Illinois Racing Board who is a representative from the | ||||||
| 17 | Illinois Racing Board; | ||||||
| 18 | (8) one member appointed by the Governor who is a | ||||||
| 19 | representative from a nonprofit organization with | ||||||
| 20 | experience in problem gambling treatment and recovery | ||||||
| 21 | services; | ||||||
| 22 | (9) one member of the public appointed by the Governor | ||||||
| 23 | who is impacted by a gambling problem or gambling | ||||||
| 24 | disorder; | ||||||
| 25 | (10) one member appointed by the Governor who is a | ||||||
| 26 | representative from a business or organization licensed | ||||||

| 1 | under the Illinois Horse Racing Act of 1975, the Illinois | ||||||
| 2 | Gambling Act, the Video Gaming Act, or the Sports Wagering | ||||||
| 3 | Act; and | ||||||
| 4 | (11) other State agency representatives or stakeholder | ||||||
| 5 | group representatives specially appointed by the task | ||||||
| 6 | force for the purpose of participating in specific topic | ||||||
| 7 | discussions or subcommittees. | ||||||
| 8 | The members of the task force shall serve without | ||||||
| 9 | compensation, but shall be reimbursed for their expenses | ||||||
| 10 | incurred in performing their duties. The task force shall meet | ||||||
| 11 | at least 4 times. | ||||||
| 12 | (b) The task force has the following duties: | ||||||
| 13 | (1) review existing programs, services, and treatment | ||||||
| 14 | to address problem gambling and gambling disorders in this | ||||||
| 15 | State by public, private, and nonprofit entities; | ||||||
| 16 | (2) review existing programs, services, and treatment | ||||||
| 17 | to address problem gambling and gambling disorders in | ||||||
| 18 | other states and the federal government; | ||||||
| 19 | (3) review the emerging nexus between gambling | ||||||
| 20 | advertisements and gambling addiction; | ||||||
| 21 | (4) make recommendations to the General Assembly | ||||||
| 22 | regarding: | ||||||
| 23 | (A) whether additional research and study is | ||||||
| 24 | needed on prevalence of problem gambling and gambling | ||||||
| 25 | disorder in the State; | ||||||
| 26 | (B) whether this State should expand State funding | ||||||
| |||||||
| |||||||
| 1 | for prevention, treatment, and recovery services to | ||||||
| 2 | address the need for these programs; and | ||||||
| 3 | (C) whether the current delivery of State | ||||||
| 4 | licensing and certification of problem gambling | ||||||
| 5 | providers meets the current and projected future | ||||||
| 6 | demand for services; and | ||||||
| 7 | (5) identify additional problem gambling areas for | ||||||
| 8 | consideration and any actions needed to ensure the State | ||||||
| 9 | or gambling regulatory entities are effectively addressing | ||||||
| 10 | problem gambling in an attempt to reduce the number of | ||||||
| 11 | persons impacted by this problem. | ||||||
| 12 | (c) The Board shall provide administrative and other | ||||||
| 13 | support to the task force. | ||||||
| 14 | (d) The task force shall submit a report of its | ||||||
| 15 | recommendations to the Governor and the General Assembly by | ||||||
| 16 | December 31, 2025. | ||||||
| 17 | (e) This Section is repealed January 1, 2027. | ||||||
