| 1 | | AN ACT concerning State government. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Department of Commerce and Economic |
| 5 | | Opportunity Law of the Civil Administrative Code of Illinois |
| 6 | | is amended by changing Section 605-1080 as follows: |
| 7 | | (20 ILCS 605/605-1080) |
| 8 | | (Section scheduled to be repealed on January 1, 2026) |
| 9 | | Sec. 605-1080. Personal care products industry supplier |
| 10 | | disparity study. |
| 11 | | (a) Subject to appropriation, the The Department shall |
| 12 | | compile and publish a disparity study by December 31, 2027 |
| 13 | | 2022 that: (1) evaluates demographic data whether there exists |
| 14 | | intentional discrimination at the supplier or distribution |
| 15 | | level for retailers of beauty products, cosmetics, hair care |
| 16 | | supplies, and personal care products in the State of Illinois; |
| 17 | | and (2) if so, evaluates the impact of such discrimination on |
| 18 | | the State and includes recommendations for reducing or |
| 19 | | eliminating any barriers to entry for underrepresented |
| 20 | | populations to those wishing to establish businesses at the |
| 21 | | retail level involving such products. The Department shall |
| 22 | | forward a copy of its findings and recommendations to the |
| 23 | | General Assembly and Governor. |
