| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Renewable Energy, Energy Efficiency, and |
| 5 | | Coal Resources Development Law of 1997 is amended by changing |
| 6 | | Section 6-2 as follows: |

| 9 | | Sec. 6-2. Findings and intent. The The General Assembly |
| 10 | | finds and declares that it is desirable to obtain the |
| 11 | | environmental quality, public health, and fuel diversity |
| 12 | | benefits of developing new renewable energy resources and |
| 13 | | clean coal technologies for use in Illinois and to lower the |
| 14 | | cost of renewable energy resources and clean coal resources |
| 15 | | provided to utility consumers. The General Assembly finds and |
| 16 | | declares that the benefits of electricity from renewable |
| 17 | | energy resources and clean coal technologies accrue to the |
| 18 | | public at large, thus consumers and electric utilities and |
| 19 | | alternative retail electric suppliers share an interest in |
| 20 | | developing and using a significant level of these |
| 21 | | environmentally preferable resources in the State's |
| 22 | | electricity supply portfolio. The General Assembly finds and |
| 23 | | declares that encouraging energy efficiency will improve the |
