AMENDMENT TO HOUSE BILL 1347




2    AMENDMENT NO. ______. Amend House Bill 1347 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 5. The Department of Human Services Act is 
5amended  by adding Section 10-75 as follows:
 
6    (20 ILCS 1305/10-75 new)
7    Sec. 10-75. Diapers for Kids Distribution Program.
8    (a) Subject to appropriation, a person is eligible for 50 
9diapers per month per eligible child if all of the following 
10conditions are met:
11        (1) the person's household income is at or below 50% 
12    of the federal poverty guidelines;
13        (2)  the person is responsible for the welfare of a 
14    child 3 years of age or younger; and
15        (3) the child  who is 3 years of age or younger receives 
16    medical assistance under Article V of the Illinois Public

1    Aid Code.
2    (b) Diaper allotments shall be distributed by the Special 
3Supplemental Nutrition Program for Women, Infants and Children 
4(WIC) agencies. Subject to appropriation, such agencies shall 
5receive funds in their annual grant specifically for the 
6purpose of purchasing and distributing diapers. 
7    (c) The Department may adopt any rules necessary to 
8implement this Section. 
 
 
9    Section 99. Effective date. This Act takes effect July 1,  
102025.".
