38, after "appoint", by inserting ", with the advice and

5on page 1, line 10, after the period, by inserting "The 
6Governor may make a temporary appointment until the next 
7meeting of the Senate."; and
 
8on page 15, line 1, by replacing "The" with "Through the 
9adoption of rules, the"; and 
  
10on page 16, by replacing lines 1 and 2 with "exchange 
11operations, outreach, and enrollment, including any efforts 
12that may result"; and
