Provides that a political committee that receives a contribution from a vendor providing automated traffic systems shall dispose of the contribution by returning the contribution or an amount equal to the contribution to the contributor or by donating the contribution or an amount equal to the contribution to a charity. Provides that a contribution received in violation of the provision that is not disposed of within 30 days after the State Board of Elections sends notification to the political committee of the excess contribution by certified mail shall escheat to the General Revenue Fund, and the political committee shall be deemed in violation and shall be subject to a civil penalty not to exceed 150% of the total amount of the contribution. Amends the Illinois Vehicle Code. Provides that provisions concerning automated traffic law enforcement system apply to townships (in addition to municipalities and townships).</SynopsisText></synopsis>
