Provides that the corporate authorities of each municipality may use a public utility's utility pole within the municipality's public rights-of-way for municipal public safety purposes, including, but not limited to, the placing of equipment associated with public safety. Provides that any fee charged by a public utility for the use of a utility pole by the municipality under the provisions shall be at the lowest rate charged by the public utility owing the utility pole and shall not exceed the public utility's actual costs.
