<reference>815 ILCS 505/BBBB new</reference><aliasreference></aliasreference><SynopsisText>Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person engaged in the business of selling or offering to sell goods or services at retail to the public with an individual accepting in-person payments at a physical location shall not: (1) refuse to accept cash as a form of payment for sales of less than $2,000 made at the physical location; (2) post a sign on the premises stating that cash payment is not accepted; or (3) charge a higher price to customers paying with cash compared to the price charged to customers not paying with cash. Provides for specified exceptions. Provides that any person who violates the provisions commits an unlawful practice within the meaning of the Act. Effective January 1, 2024.</SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a retail mercantile establishment selling or offering to sell goods or services to the public that employs an individual to accept in-person payments at a physical location shall not: (1) refuse to accept cash as a form of payment for sales of less than $750 made at such physical location; (2) post a sign on the premises stating that cash payment is not accepted; or (3) charge a higher price to customers paying with cash compared to the price charged to customers not paying with cash. Provides for exceptions to this requirement. Provides that the provisions do not require a person to accept any bills larger than $20 bills as payment for goods or services. Preempts home rule. Provides that a violation of the provisions is a business offense and provides for fines. <SynopsisText>SB 1979 would require retail mercantile establishments to accept cash as a form of payment.  The Treasurer's Office estimates no fiscal impact from this bill.</SynopsisText><synopsistitle>State Debt Impact Note (Government Forecasting &amp; Accountability)</synopsistitle>
<SynopsisText>SB 1979, as engrossed, would not change the amount of authorization for any type of State-issued bond, and, therefore, would not affect the level of State indebtedness.</SynopsisText><synopsistitle>Pension Note (Government Forecasting &amp; Accountability)</synopsistitle>

<SynopsisText>This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence and will not impact the cost of housing development in the state of Illinois.</SynopsisText><synopsistitle>Judicial Note (Admin Office of the Illinois Courts)</synopsistitle>
<SynopsisText>The legislation will not increase or decrease the number of judges needed in the state of Illinois.</SynopsisText><synopsistitle>Balanced Budget Note (Office of Management and Budget)</synopsistitle>
<SynopsisText>Please be advised that the Balanced Budget Note Act does not apply to Senate Bill 1979 as it is not a
supplemental appropriation that increases or decreases appropriations. Under the Act, a balanced budget
note must be prepared only for bills that change a general funds appropriation for the fiscal year in
