Authorizes the Director of Central Management Services to determine that it is in the interests of the participants in the program of health benefits for TRS benefit recipients and TRS dependent beneficiaries to be offered dental and vision coverage. Deletes a provision which stated that the program of health benefits for TRS benefit recipients and TRS dependent beneficiaries could be amended by the State and was not intended to be a pension or retirement benefit subject to protection under Article XIII, Section 5 of the Illinois Constitution.
