Provides that the Illinois Community College Board shall submit to the Board of Higher Education by December 15 (instead of November 15) of each year its budget proposal for the operation and capital needs of the institutions under its governance or supervision for the ensuing fiscal year. Amends the Public Community College Act. Makes changes concerning standing advisory organizations recognized by the Illinois Community College Board, the Board's powers and duties, spending local funds after the dissolution or reorganization of a community college district, the academic term, the bond a treasurer shall execute, contract bidding, the report on administrator and faculty salaries and benefits, and building program participation. Repeals a Section concerning the building program's plan approval. Amends the Know Before You Owe Private Education Loan Act.
