Provides that the Secretary of State shall develop and maintain a database that allows residents of the State to voluntarily provide the Illinois State Police with critical information about themselves or loved ones with developmental, cognitive, mental, medical, or physical disabilities who may require special assistance during an emergency or non-emergency situation.
