SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Major Charles Robert Harper, U.S. Air Force (Ret) of Moline, who passed away on July 25, 2022; and

WHEREAS, Charles Harper was born to Charles I. and Nelle L. (Putnam) Harper near Powersville, Missouri on September 1, 1931; he graduated from Powersville High School in 1949; he married Shirley Ask Scott on November 9, 1976, and they settled in Davenport, Iowa; and

WHEREAS, From 1950 to 1972, Charles Harper served in the U.S. Navy during the Korean War and the U.S. Air Force during the Vietnam War; he completed flight training in January 1957; prior to leaving the military, he attained the rank of major; and

WHEREAS, Charles Harper was employed as the airport manager of the Davenport Municipal Airport in Davenport, Iowa until his retirement in 1992; and

WHEREAS, Charles Harper was preceded in death by his parents and his siblings, Kay Mudd, Marie Sharp, Paul Barnes, and A. C. Barnes; and

WHEREAS, Charles Harper is survived by his wife, Shirley; his daughters, Bambi (Brad) Flanner, Michelle (Carl) Landriault, and Lisa (Chad) Rowley; his sons, Charles (Susan) Harper and Lane (Lisa) Scott; his grandchildren, Brookley, Jonah, Brandy, Brittanie, Amanda, Brian, Alix, Travis, Jessica, Lindsey, Nick, and Samantha; and his brother, Jesse Harper; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Major Charles Robert Harper, U.S. Air Force (Ret) and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Charles Harper as an expression of our deepest sympathy.
