| 2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
| 3 | to learn of the death of Billy Phillips of Fulton, who passed | ||||||
| 4 | away on March 25, 2022; and
| ||||||
| 5 | WHEREAS, Billy Phillips was born to Charlene and Alfred | ||||||
| 6 | Phillips Sr. in Bloomington on February 21, 1967; he married | ||||||
| 7 | Susan K. Smith on September 6, 1985; and
| ||||||
| 8 | WHEREAS, Billy Phillips was a strong union leader who | ||||||
| 9 | began his career as a station laborer at the Quad Cities | ||||||
| 10 | Station in 1985; through his 36-year career, he was promoted | ||||||
| 11 | to Electrician Helper, Class B Electrician, Class A | ||||||
| 12 | Electrician, and Class A Senior Electrician; and
| ||||||
| 13 | WHEREAS, Billy Phillips served the International | ||||||
| 14 | Brotherhood of Electrical Workers (IBEW) Local 15 as a steward | ||||||
| 15 | in the Electrical Maintenance Department and as station chief | ||||||
| 16 | steward from 1995 to 2009; and
| ||||||
| 17 | WHEREAS, Billy Phillips began working full time for IBEW | ||||||
| 18 | Local 15 as a nuclear business representative in 2009; he was | ||||||
| 19 | promoted to assistant business manager in 2016, where he | ||||||
| 20 | negotiated on behalf of members working in fossil and nuclear | ||||||
| 21 | generation facilities in the State; and

| 1 | WHEREAS, Billy Phillips was elected as vice-president of | ||||||
| 2 | IBEW Local 15 in 2019; he was promoted to senior assistant | ||||||
| 3 | business manager, where he was instrumental in shaping the | ||||||
| 4 | Energy Jobs Act and the Climate and Equitable Jobs Act, which | ||||||
| 5 | saved jobs at the Quad Cities, Clinton, Byron, and Dresden | ||||||
| 6 | stations; and
| ||||||
| 7 | WHEREAS, Billy Phillips was an avid outdoorsman who | ||||||
| 8 | enjoyed hunting and fishing; and
| ||||||
| 9 | WHEREAS, Billy Phillips was known as a family man who | ||||||
| 10 | always put his family above everything else; he will be | ||||||
| 11 | remembered for his infectious smile, his great sense of humor, | ||||||
| 12 | and his ability to always make everyone around him feel | ||||||
| 13 | comfortable; and
| ||||||
| 14 | WHEREAS, Billy Phillips was preceded in death by his | ||||||
| 15 | father; his stepfather, Don Brondyke; and his stepsister, | ||||||
| 16 | Vicki Brondyke; and
| ||||||
| 17 | WHEREAS, Billy Phillips is survived by his wife of 36 | ||||||
| 18 | years, Susan; his daughters, Jessica (Jamie) Dalglish, Emily | ||||||
| 19 | (Devin) Johnson, and Alison (Tyler) Spencer; his | ||||||
| 20 | grandchildren, Lark Dalglish, Dagny Dalglish, and Phillip | ||||||
| 21 | Spencer; his mother; his stepmother, Brenda Phillips; his | ||||||

| 1 | sisters, Ethyl Farr and Susan "Renee" (Tim) Michaelson; his | ||||||
| 2 | brother, Alfred J. "Buddy" Phillips Jr.; his stepbrother, Bob | ||||||
| 3 | (Barb) Brondyke; and his parents-in-law, Vernon and Linda | ||||||
| 4 | Smith; therefore, be it
| ||||||
| 5 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
| 6 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 7 | Billy Phillips and extend our sincere condolences to his | ||||||
| 8 | family, friends, and all who knew and loved him; and be it | ||||||
| 9 | further
| ||||||
| 10 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 11 | presented to the family of Billy Phillips as an expression of | ||||||
| 12 | our deepest sympathy.
