| 1 | SENATE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
| 3 | to learn of the death of Richard L. Black of Hillsdale, who | ||||||
| 4 | passed away on February 4, 2022; and
| ||||||
| 5 | WHEREAS, Richard Black was born in Hillsdale to Clarence | ||||||
| 6 | and Bertha (Heeren) Black on March 28, 1943; he was the only | ||||||
| 7 | member of the family that was born in a house with electricity | ||||||
| 8 | and attended a one-room schoolhouse as a child; he was in the | ||||||
| 9 | first graduating class from the combined Riverdale school | ||||||
| 10 | district in 1961; and | ||||||
| 11 | WHEREAS, Richard Black was drafted into the U.S. Army and | ||||||
| 12 | served near Seoul, Korea as a cook; he was honorably | ||||||
| 13 | discharged in 1968 and returned to Hillsdale; while stationed | ||||||
| 14 | overseas, he married his first wife, Lynda "Chong Cha" Pak; | ||||||
| 15 | after her passing in 1973, he married Lois Ann Smith in 1976; | ||||||
| 16 | and
| ||||||
| 17 | WHEREAS, Richard Black worked for AMETEK in East Moline, | ||||||
| 18 | before joining John Deere; during his John Deere years, he | ||||||
| 19 | worked at the Parts Distribution Center in Milan and Seeding | ||||||
| 20 | in Moline; and | ||||||
| 21 | WHEREAS, Richard Black enjoyed hunting with a gun during | ||||||
| |||||||
| |||||||
| 1 | his younger years and then, as an adult, developed a love for | ||||||
| 2 | using a bow and arrow to hunt deer and other big game; in the | ||||||
| 3 | 1970s and 1980s, he ran a home-based business called Black's | ||||||
| 4 | Archery; he also started the Rock River Bowhunters Club in | ||||||
| 5 | Port Byron; and
| ||||||
| 6 | WHEREAS, In his retirement years, Richard Black became | ||||||
| 7 | known throughout the community due to his passion for | ||||||
| 8 | restoring vintage bicycles and antique tractors; he was a | ||||||
| 9 | lifelong fan of football and played in high school and enjoyed | ||||||
| 10 | watching NFL games; he enjoyed drives around the countryside | ||||||
| 11 | to check for deer or to see if the water was up or down on any | ||||||
| 12 | of the local rivers; and
| ||||||
| 13 | WHEREAS, Richard Black was preceded in death by his first | ||||||
| 14 | wife, Lynda "Chong Cha" Pak; his parents; and his brothers, | ||||||
| 15 | Bill and Ralph; and
| ||||||
| 16 | WHEREAS, Richard Black is survived by his wife, Lois; his | ||||||
| 17 | daughter, Diane Black; his son, Michael Black; his | ||||||
| 18 | stepdaughter, Stacie (Jeremy) Baker; three grandchildren and | ||||||
| 19 | two great-grandchildren; his brother, Charles (Patt) Black; | ||||||
| 20 | his sister-in-law, Lois Black; and several nieces and nephews; | ||||||
| 21 | therefore, be it

| 22 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||

| 1 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 2 | Richard L. Black and extend our sincere condolences to his | ||||||
| 3 | family, friends, and all who knew and loved him; and be it | ||||||
| 4 | further
| ||||||
| 5 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 6 | presented to the family of Richard Black as an expression of | ||||||
| 7 | our deepest sympathy.
