CONSTITUTIONAL AMENDMENT NO. 11

  
 
  
3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL 
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 
5REPRESENTATIVES CONCURRING HEREIN, that there shall be 
6submitted to the electors of the State for adoption or 
7rejection at the general election next occurring at least 6 
8months after the adoption of this resolution a proposition to 
9amend the Illinois Constitution in Article I by adding Section 
1025 as follows:

BILL OF RIGHTS


13    (ILCON Art. I, Sec. 25 new)
14SECTION 25. WORKERS' RIGHTS
15    (a) Employees shall have the fundamental right to organize 
16and to bargain collectively through representatives of their 
17own choosing for the purpose of negotiating wages, hours, and 
18working conditions, and to protect their economic welfare and 
19safety at work.  No law shall be passed that interferes with, 
20negates, or diminishes the right of employees to organize and 
21bargain collectively over their wages, hours, and other terms 
22and conditions of employment and work place safety, including 
23any law or ordinance that prohibits the execution or

1application of agreements between employers and labor 
2organizations that represent employees requiring membership in 
3an organization as a condition of employment.
4    (b) The provisions of this Section are controlling over 
5those of Section 6 of Article VII.

SCHEDULE

  
7    This Constitutional Amendment takes effect upon being 
8declared adopted in accordance with Section 7 of the Illinois 
9Constitutional Amendment Act.
