| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The South Suburban Cook County casino license | ||||||
| 3 | seeks to create quality skilled maintenance jobs with pay and | ||||||
| 4 | benefits that meet or exceed the area standard and offer | ||||||
| 5 | advancement through a higher learning entity accredited by the | ||||||
| 6 | Illinois Community College Board and the Higher Learning | ||||||
| 7 | Commission; therefore, be it
| ||||||
| 8 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 9 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 10 | we urge the Governor to call a special session of the gaming | ||||||
| 11 | board by March 1, 2021 to name the South Suburban casino | ||||||
| 12 | license recipient; and be it further
| ||||||
| 13 | RESOLVED, That the recipient of the South Suburban casino | ||||||
| 14 | license is urged to adhere to the following: | ||||||
| 15 | (1) Be neutral regarding the unionization of any of | ||||||
| 16 | its employees, such that the casino will not at any time | ||||||
| 17 | express a position on the matter of whether its employees | ||||||
| 18 | will be unionized and such that the casino will not | ||||||
| 19 | threaten, intimidate, discriminate against, retaliate | ||||||
| 20 | against, or take any adverse action against any employee | ||||||
| 21 | based on their decision to support or oppose union | ||||||
| 22 | representation; | ||||||
| 23 | (2) Provide any labor organization recognized under | ||||||
| |||||||
| |||||||
| 1 | the National Labor Relations Act access at reasonable | ||||||
| 2 | times to areas in which the casino's employees work for | ||||||
| 3 | the purpose of meeting with the employees to discuss their | ||||||
| 4 | right to representation, employment rights under the law, | ||||||
| 5 | and terms and conditions of employment; | ||||||
| 6 | (3) Provide union recognition through a majority card | ||||||
| 7 | check verified by a neutral third-party arbitrator | ||||||
| 8 | mutually selected by the casino and the recognized labor | ||||||
| 9 | organization through alternate striking from a panel of | ||||||
| 10 | seven arbitrators, who are members of the National Academy | ||||||
| 11 | of Arbitrators, provided by the Federal Mediation and | ||||||
| 12 | Conciliation Services; and | ||||||
| 13 | (4) Within sixty days of the issuance of the casino | ||||||
| 14 | license enter into a Labor-Peace agreement with a | ||||||
| 15 | recognized labor organization that seeks to represent the | ||||||
| 16 | skilled maintenance employees and meets the requirements | ||||||
| 17 | of offered education stated here; and be it further | ||||||
| 18 | RESOLVED, That suitable copies of this resolution be | ||||||
| 19 | delivered to the Governor, the Illinois Gaming Board, and the | ||||||
| 20 | Illinois Gaming Association.
