     Amends the Governmental Account Audit Act, Counties Code, and Illinois Municipal Code. Provides that every financial report and audit report created by a governmental unit, county, or municipality, including, but not limited to, a report provided to the Comptroller, shall include a complete accounting of indebtedness of the governmental unit, county, or municipality. Limits home rule powers.

1    AN ACT concerning local government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Governmental Account Audit Act is amended  
5by adding Section 12 as follows:
 
6    (50 ILCS 310/12 new)
7    Sec. 12. Inclusion of indebtedness in financial reports 
8and audits.
9    (a) As used in this Section, "indebtedness" includes, but 
10is not limited to, bonded indebtedness, loans, or any other 
11type of obligation for all accounts and funds of the 
12governmental unit.
13    (b) Notwithstanding any other provision of law, every 
14financial report and audit report created by a governmental 
15unit, including, but not limited to, a report provided to the 
16Comptroller, shall include a complete accounting of 
17indebtedness of the governmental unit.
18    (c) A home rule governmental unit may not prepare reports 
19or audits in a manner inconsistent with this Section. This 
20Section is a limitation under subsection (i) of Section 6 of 
21Article VII of the Illinois Constitution on the concurrent 
22exercise by home rule units of powers and functions exercised 
23by the State.

1    Section 10. The Counties Code is amended  by adding Section 
23-13005 as follows:
 
3    (55 ILCS 5/3-13005  new)
4    Sec. 3-13005. Inclusion of indebtedness in financial 
5reports and audits.
6    (a) As used in this Section, "indebtedness" includes, but 
7is not limited to, bonded indebtedness, loans, or any other 
8type of obligation for all accounts and funds of the county.
9    (b) Notwithstanding any other provision of law, every 
10financial report and audit report created by a county, 
11including, but not limited to, a report provided to the 
12Comptroller, shall include a complete accounting of 
13indebtedness of the county.
14    (c) A home rule county may not prepare reports or audits in 
15a manner inconsistent with this Section. This Section is a 
16limitation under subsection (i) of Section 6 of Article VII of 
17the Illinois Constitution on the concurrent exercise by home 
18rule units of powers and functions exercised by the State.
 
19    Section 15. The Illinois Municipal Code is amended  by 
20adding Section /8-1-19 as follows:

22    Sec. /8-1-19. Inclusion of indebtedness in financial

2    (a) As used in this Section, "indebtedness" includes, but
