Provides that voter registration records or data shall not be placed for unrestricted access on the internet and provides that specified identification information shall remain confidential. Includes other restrictions on use of voter registration information. Includes provisions concerning release of voter registration records for bona fide election, scholarly, or journalistic purposes.
