Creates the offense of deceptive sale of pipeline components. Provides that a person commits the offense, when he or she sells, purchases, or trades a knowingly falsely labeled pipeline component that does not meet or exceed the industry safety standards adopted by the Illinois Commerce Commission, under the Illinois Gas Pipeline Safety Act, for the pipeline component. Provides that a violation is a Class A misdemeanor. Provides that if the violation results in death or great bodily harm to another person, deceptive sale of pipeline components is a Class 4 felony.
