Requires the Department of Public Health to provide by rule for the statewide distribution, for use by the general public, of a scientifically valid test that determines whether a person has contracted an infectious disease. Provides that the rules shall include a State-level application process for test developers seeking statewide distribution of a test and shall require a test developer to provide independent scientific testing demonstrating the efficacy and safety of the test in order to allow it for public use within the State.
