<reference>325 ILCS 5/3</reference><aliasreference>from Ch. 23, par. 2053</aliasreference><reference>325 ILCS 5/4.4 rep.</reference><aliasreference></aliasreference><reference>705 ILCS 405/2-3</reference><aliasreference>from Ch. 37, par. 802-3</aliasreference><SynopsisText>     Amends the Abused and Neglected Child Reporting Act. Removes from the definition of "neglected child" a newborn infant whose blood, urine, or meconium contains any amount of a controlled substance. Removes a provision requiring the Department of Children and Family Services to report to the State's Attorney whenever the Department receives a report that a newborn infant's blood contains a controlled substance. Amends the Juvenile Court Act of 1987. Removes a provision permitting a court to base a neglect finding on the presence of a controlled substance in the blood, urine, or meconium of a newborn infant. Effective immediately.</SynopsisText></synopsis>
