Removes language requiring the Department of Agriculture to make the application for transporting organization licenses available by specified dates. Provides that the Department shall not make any application for a transporting organization available on and after the amendatory Act's effective date without conducting an evaluation of the transportation and delivery needs of the industry. Provides that a transporting organization may not transport cannabis or cannabis-infused products to any person other than, among others, a purchaser who is of legal age to purchase cannabis or cannabis-infused products.
