Provides that a compensation-setting ordinance or resolution shall include all forms of included compensation, including salary, benefits, stipends, insurance, vehicle allowance, cell phone, equipment, internet, discounts, free additional materials, services, or any other fringe benefit, technology, material, service, the official will be eligible to receive once taking office. Provides that, if a unit of local government fails to comply with the provisions, then any person residing within the unit of local government, or the State's Attorney of the county in which such noncompliance may occur, may bring a civil action in the circuit court for the judicial circuit in which the alleged noncompliance has occurred or in which the affected public body has its principal office to force compliance with the provisions.
