Provides that each unit of local government must have a website, except that information relating to a special district created by another unit of local government may appear on the other unit of local government's website instead of a separate website for that special district. Provides that every website shall, at a minimum, have office holders, contact numbers and emails, and services offered by the unit. Includes specific requirements for websites of counties, townships, and municipalities. Amends the State Mandates Act to require implementation without reimbursement. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois.
