Provides that the water rates report for the Lake Michigan service area of northeastern Illinois must be issued no later than December 1, 2022 (instead of December 1, 2020). Provides that the water rates report for the remainder of Illinois must be issued no later than December 1, 2023 (instead of December 1, 2021).
