Provides that, notwithstanding specified provisions of the Act, State entities must establish alternate, lowered amounts of licensing fees and escrow or surety requirements under the provisions. Provides that only the separate, lowered fees and escrow or surety requirements shall be required of a person who: (1) has a close family member who has been housed in a State or local jail or prison system; or (2) has resided in the South Side or West Side of Chicago for 15 years, as evidenced by tax records or other such documents.</SynopsisText></synopsis>
