Provides that the Department of Children and Family Services is prohibited from making a determination in a case of abuse or neglect that would result in the termination of a parent's custody over his or her child, if the parent is a victim of domestic violence or reports being a victim of domestic violence. Provides that if a case of abuse or neglect is found, the Department's Office of the Inspector General must concur with the findings prior to terminating the parent's custodial rights.
