| 2 | | WHEREAS, The Speaker of the House has many responsibilities |
| 3 | | and powers placed on that position through the Illinois |
| 4 | | Constitution and the House Rules of the 101st General Assembly; |
| 5 | | and

| 6 | | WHEREAS, The federal charges and conduct outlined in the |
| 7 | | Deferred Prosecution Agreement entered into between |
| 8 | | Commonwealth Edison Company and the United States Attorney's |
| 9 | | Office for the Northern District of Illinois on July 17, 2020, |
| 10 | | together with the testimony of ComEd officials before the |
| 11 | | Illinois Commerce Commission on July 29, 2020, highlight a |
| 12 | | scheme perpetrated by ComEd solely for the benefit of Michael |
| 13 | | J. Madigan, in exchange for favorable actions before the |
| 14 | | Illinois General Assembly; and
|
| 15 | | WHEREAS, These facts clearly show that the trust placed in |
| 16 | | the Office of the Speaker has been misplaced for many years and |
| 17 | | that Michael J. Madigan is unable to execute his |
| 18 | | responsibilities as Speaker of the Illinois House of |
| 19 | | Representatives; therefore, be it
