| 1 | | HOUSE RESOLUTION
|
| 2 | | WHEREAS, It has recently come to light that there may have |
| 3 | | been a sexual assault purposefully prevented from being |
| 4 | | reported in Champaign; and
|
| 5 | | WHEREAS, The Champaign County State's Attorney stated that |
| 6 | | she was initially hesitant to investigate the sexual assault |
| 7 | | because her budget did not provide for the convening of a grand |
| 8 | | jury; therefore, be it
|
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 10 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 11 | | the State's Attorney Proper Funding Task Force is established |
| 12 | | to: |
| 13 | | (1) Study the current funding levels of state's |
| 14 | | attorneys' offices in Illinois and their ability to |
| 15 | | effectively represent the State's interests and protect |
| 16 | | the people in this State at the current funding levels; |
| 17 | | (2) Study the optimal funding for state's attorneys' |
| 18 | | offices in the State; and |
| 19 | | (3) Make recommendations to improve the funding to |
| 20 | | state's attorneys' offices across the State; and be it |
| 21 | | further
|
| 22 | | RESOLVED, That the Task Force shall consist of the |
|

| 1 | | following members appointed by the Governor no later than 30 |
| 2 | | days after the adoption of this resolution: |
| 3 | | (1) Two members who are assistant state's attorneys |
| 4 | | from the Cook County State's Attorney's Office; |
| 5 | | (2) Five members who are state's attorneys or assistant |
| 6 | | state's attorneys from five counties other than Cook |
| 7 | | County; |
| 8 | | (3) One Cook County circuit judge experienced in the |
| 9 | | litigation of criminal law matters; |
| 10 | | (4) One circuit judge from outside of Cook County |
| 11 | | experienced in the litigation of criminal law matters; and |
| 12 | | (5) One representative from the Office of the State's |
| 13 | | Attorney Appellate Prosecutor; and be it further |
| 14 | | RESOLVED, That Task Force members shall serve without |
| 15 | | compensation but may be reimbursed for their expenses incurred |
| 16 | | in performing their duties; if a vacancy occurs in the Task |
| 17 | | Force membership, the vacancy shall be filled in the same |
| 18 | | manner as the original appointment for the remainder of the |
| 19 | | Task Force; and be it further |
| 20 | | RESOLVED, That The Task Force shall hold a minimum of one |
| 21 | | public hearing per month; at the public hearings, the Task |
| 22 | | Force shall take testimony from state's attorneys, victims of |
| 23 | | crimes prosecuted by state's attorneys, and any other person |
| 24 | | the Task Force believes would aid the Task Force's examination |

| 1 | | and recommendations; the Task Force may meet at such other |
| 2 | | times as it deems appropriate; and be it further |
| 3 | | RESOLVED, That the Office of the State's Attorney Appellate |
| 4 | | Prosecutor shall provide administrative and other support to |
| 5 | | the Task Force; and be it further |
| 6 | | RESOLVED, That the Task Force shall prepare a report that |
| 7 | | summarizes its work and makes recommendations; the Task Force |
| 8 | | shall submit its report to the Governor and the General |
| 9 | | Assembly no later than December 31, 2020 and is dissolved upon |
| 10 | | the filing of its report.
