Provides that the Act does not apply to, among other entities, public institutions of higher education. Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act. Modifies provisions concerning the award of State contracts. Expands the authority and responsibilities of the Business Enterprise Council. Removes the definition of "business" from the Act.
