Provides that a cyber attack is a "disaster". Requires the Governor to delegate or assign authority to the Director of the Illinois Emergency Management Agency to manage, coordinate, and direct all resources by orders issued at the time of a disaster. Effective immediately.</SynopsisText></synopsis>
