Provides that the proceeds from any tax or fee that (i) is enacted on or after the effective date of the Act and (ii) did not exist in this State prior to the effective date of the Act shall be deposited into the Bill Backlog Payment Fund. Provides that moneys in the Fund shall be used to pay pending vouchers approved for payment by the Office of the Comptroller that are more than 90-days past due as of the last day of each fiscal year.
