Deletes language providing that nothing in a provision regarding the display of license, confiscation, and violation as a felony shall be deemed to prohibit the use of a game device only if the game device is used in an activity that is not gambling. Amends the Criminal Code of 2012. Provides that a person commits gambling when he or she knowingly establishes, maintains, or operates an Internet site that permits a person to play or offers a person entry by means of the Internet into any contest, competition, sweepstakes, scheme, plan, or other selection process that involves or is dependent upon an element of chance for which the person may receive a gift, award, or other item or service of value of that offer that is incidental to or results from (i) the purchase of an item or service of value; or (ii) the purchase of a gratuitous receipt of a coupon, voucher, certificate, or other similar credit that can be redeemed for or applied towards an item or service of value from the site. Provides that such gambling is a Class 4 felony. Changes the definition of "gambling device". Makes conforming changes. Effective immediately.</SynopsisText></synopsis>
