Provides that each application to fill a State employment vacancy shall include a checkbox for applicants having prior work experience in the field for which they are applying for employment with the State. Provides that following examinations to test the relative fitness of applicants for the respective positions in State service, applicants having prior work experience in the relevant employment field shall be given priority among all successful candidates listed as eligible for appointment or promotion.
