Provides that "public works" includes all projects that are located in a redevelopment project area as defined in the Tax Increment Allocation Redevelopment Act or an economic development project area as defined in the County Economic Development Project Area Property Tax Allocation Act and entail a business enterprise receiving a direct financial benefit from loans, grants, subsidies, incentives, or other direct benefit made available pursuant to the Tax Increment Allocation Redevelopment Act or the County Economic Development Project Area Property Tax Allocation Act. Excludes other types of projects from inclusion under "public works". Makes corresponding changes in the Freedom of Information Act.
