Provides that on and after the effective date of the amendatory Act, the Governor shall appoint the directors of the Commuter Rail Board (currently, directors are appointed by county board chairs or president, a county executive, the mayor of the City of Chicago, and members of a county board). Provides that the Executive Director and specified officers serving on the effective date of the amendatory Act shall continue to serve until a successor is selected and qualified by the Commuter Rail Board.
