Prohibits the sale or distribution by an establishment of any electronic cigarette except by pharmacies or drugstores to individuals with valid prescriptions. Defines "pharmacy" or "drugstore" and "prescription". Provides that the Department of Public Health shall enforce the Act and may adopt rules or guidelines for its implementation and enforcement. Amends the Tobacco Products Tax Act of 1995.
