Requires the Department of Human Services to adopt rules that would permit a personal assistant who provides services to a person enrolled in the Department's Home Services Program to drive, operate, or be in physical control of any motor vehicle owned by the person receiving home services. Restricts a personal assistant's use of the motor vehicle to those uses that are appropriate to effectuate the personal assistant's duties and responsibilities under the Home Services Program.
