Provides that the Secretary of State, subject to appropriation, shall implement a statewide program for the creation and distribution of a universal sticker for persons with disabilities to place on their vehicles to notify law enforcement that they are disabled. Provides that the design of the universal sticker shall be at the discretion of the Secretary, except that it must first be approved by the Department of State Police.
