| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Jackie Marie Dobbs of Antioch, who passed |
| 4 | | away on July 9, 2018; and
|
| 5 | | WHEREAS, Jackie Dobbs was born to Ed and Betty Blount in |
| 6 | | Gadsden, Alabama on September 19, 1941; she was educated in the |
| 7 | | Alabama educational system and became a special education |
| 8 | | teacher; she married her childhood sweetheart, Alvin C. Dobbs |
| 9 | | in 1960, and they had two children, Alvin Dywayne and Andreana |
| 10 | | Janell; the family traveled extensively throughout Europe |
| 11 | | while Alvin was in the military; when military service brought |
| 12 | | Alvin to Illinois, Jackie fell in love with the changing |
| 13 | | seasons, and they decided to stay and build a home in North |
| 14 | | Chicago; and
|
| 15 | | WHEREAS, Jackie Dobbs provided community service around |
| 16 | | the world, wherever her husband was stationed, and received |
| 17 | | numerous awards and letters of appreciation from the United |
| 18 | | States Army for her community service initiatives; once settled |
| 19 | | in Chicago, she then opened and operated a daycare and |
| 20 | | preschool for over 20 years; she taught her students to read |
| 21 | | and communicate in sign language; while serving as the Summer |
| 22 | | Camp Director for Foss Park, she wrote several grants to help |
| 23 | | employ disadvantaged youth as camp counselors; she also owned |
|

| 1 | | and operated a janitorial service and had several housing |
| 2 | | contracts in North Chicago; and
|
| 3 | | WHEREAS, Jackie Dobbs served as the District Coordinator |
| 4 | | for Meals on Wheels and as the Housing Chair for the NAACP; she |
| 5 | | served in many roles in her church, Mt. Moriah Christian |
| 6 | | Center, including as Hospitality Chairman and as a Church |
| 7 | | Trustee; she was a member of the Links, Incorporated, Harbor |
| 8 | | Lites Chapter, where she had served as Chair of the Nominating |
| 9 | | Committee; she was a former member of Jack and Jill of America, |
| 10 | | North Shore Chapter, where she served as Historian and a member |
| 11 | | of the Lion's Club International, Waukegan Uptown Lions |
| 12 | | Chapter; and
|
| 13 | | WHEREAS, Jackie Dobbs is survived by her daughter, |
| 14 | | Andreana; her special sons, Christopher and Dennis; her |
| 15 | | brothers-in-law, Ronald and Johnny; her special cousin, Inell; |
| 16 | | her great nieces, Tierny and Tiffany; her special children, BJ |
| 17 | | and Cathy Coleman; and her special friends whom she loved |
| 18 | | dearly, Evelyn Alexander, Deloris Boys, Daisy Brooks, Adrenis |
| 19 | | Hurt, Cynthia Jackson, Catherine Johnson, Patricia Jones, |
| 20 | | Edith Newsome, Elinor Ransom, Essie Woods, and Mary Woods; |
| 21 | | therefore, be it

| 23 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
