| 1 | SENATE RESOLUTION
   | ||||||
| 2 |     WHEREAS, The members of the Illinois Senate are saddened to  | ||||||
| 3 | learn of the death of U.S. District Judge Milton Shadur, who  | ||||||
| 4 | passed away on January 14, 2018; and
   | ||||||
| 5 |     WHEREAS, Judge Shadur was born in St. Paul, Minnesota and  | ||||||
| 6 | grew up in Milwaukee, Wisconsin, one of four brothers; he  | ||||||
| 7 | finished high school in Milwaukee at the age of 15; at 18, he  | ||||||
| 8 | graduated from the University of Chicago with a bachelor's  | ||||||
| 9 | degree in mathematics and physics; he went on to serve as a  | ||||||
| 10 | radar officer in the United States Navy during World War II and  | ||||||
| 11 | eventually earned the rank of lieutenant; while on leave, he  | ||||||
| 12 | was introduced to a friend's cousin, Eleanor, and they later  | ||||||
| 13 | married; and
   | ||||||
| 14 |     WHEREAS, After his military service, Judge Shadur returned  | ||||||
| 15 | to the University of Chicago and earned a law degree; after a  | ||||||
| 16 | long career in private practice, he was nominated to the bench  | ||||||
| 17 | by then-President Jimmy Carter in 1980; and
   | ||||||
| 18 |     WHEREAS, Judge Shadur oversaw the court-ordered  | ||||||
| 19 | desegregation plan for Chicago Public Schools; during the  | ||||||
| 20 | 1980s, he also approved a consent decree that ordered the  | ||||||
| 21 | county to improve conditions at the Cook County Jail and called  | ||||||
| 22 | for the release of prisoners to curtail severe overcrowding; he  | ||||||

| 1 | was among the first federal judges to explicitly acknowledge  | ||||||
| 2 | abuse by the Chicago Police; he continued to oversee  | ||||||
| 3 | significant litigation, including a class-action lawsuit filed  | ||||||
| 4 | by the Chicago Teachers Union against the Chicago Public  | ||||||
| 5 | Schools; and
   | ||||||
| 6 |     WHEREAS, Judge Shadur devoted his life to upholding  | ||||||
| 7 | justice, to his country, and to his family; in his 37 years on  | ||||||
| 8 | the bench, he was known as a titan of fairness and decency; he  | ||||||
| 9 | will long be remembered for his sharp legal mind, independence,  | ||||||
| 10 | integrity, and passion for his wife and family, the law, and  | ||||||
| 11 | the Northern District of Illinois; and
  
   | ||||||
| 12 |     WHEREAS, Judge Shadur was preceded in death by by his  | ||||||
| 13 | daughter, Karen; and
   | ||||||
| 14 |     WHEREAS, Judge Shadur is survived by his wife of 72 years,  | ||||||
| 15 | Eleanor; his daughter, Beth; his son, Robert; his three  | ||||||
| 16 | grandchildren; and his four great-grandchildren; therefore, be  | ||||||
| 17 | it
   | ||||||
| 18 |     RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL  | ||||||
| 19 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of  | ||||||
| 20 | U.S. District Judge Milton Shadur and extend our sincere  | ||||||
| 21 | condolences to his family, friends, and all who knew and loved  | ||||||
| 22 | him; and be it further
   | ||||||

| 1 |     RESOLVED, That a suitable copy of this resolution be  | ||||||
| 2 | presented to the family of Judge Shadur as an expression of our  | ||||||
