| 2 |  |     WHEREAS, Violence in underserved communities with minority  | 
| 3 |  | populations has reached epidemic proportions; black males have  | 
| 4 |  | been classified as endangered species, unemployed, or  | 
| 5 |  | unemployable; African American communities in particular have  | 
| 6 |  | not been included in innovation while
unemployment in these  | 
| 7 |  | areas rises and crime surges; and
     | 
| 8 |  |     WHEREAS, The United States of America is recognized as a  | 
| 9 |  | world leader in technological and energy innovation;  measures  | 
| 10 |  | to improve the level
of participation and inclusion of members  | 
| 11 |  | from underserved communities in collaborative research,  | 
| 12 |  | science, technology, and innovation
projects and to promote  | 
| 13 |  | investments to enhance public knowledge and to achieve  | 
| 14 |  | sustainable participation should be considered; and
     | 
| 15 |  |     WHEREAS, Full and equal access to, and participation
in,  | 
| 16 |  | science, technology, and innovation for underserved  | 
| 17 |  | populations is imperative for achieving some measure of  | 
| 18 |  | equality and the
empowerment of those targeted groups, and  | 
| 19 |  | addressing barriers to equal access for men and women to  | 
| 20 |  | science, technology and innovation requires a systematic,  | 
| 21 |  | comprehensive, integrated, sustainable, multidisciplinary, and  | 
| 22 |  | multi-sectoral approach; and
